The Transitional Assistance Department (TAD) of the San Bernardino County Human Services is responsible for administering the Department’s financial support programs to persons in need of financial, and/or nutritional and/or medical assistance. These programs are described below.
The goals of TAD are to meet the basic needs of families and individuals, while working with them to attain self-sufficiency, and to promote work and personal responsibility.

C4 Yourself

C4Yourself® is an online application that allows you to apply for and recertify (renew) CalWORKs, CalFresh (Food Stamps) and Medi-Cal benefits. www.c4yourself.com This secure website will send your application directly to the county for processing.

CalWORKs Program

The California Work Opportunity and Responsibility to Kids (CalWORKs) program is a time-limited program that provides financial assistance and Welfare-to-Work services to families with children who are deprived of support or care due to the death, incapacity, unemployment/underemployment, or continued absence of one or both parents. Homeless Assistance is included in this program. CalWORKs is administered following Federal and State regulations.

Cash Aid Program for Immigrants

The Cash Assistance Program for Immigrants (CAPI) is a State Only cash assistance program for specified aged, blind, or disabled legal immigrants. These immigrants are not eligible for the Federal SSI/SSP program due solely to their immigrant status. CAPI is not linked to any other public assistance program. CAPI cases are centrally located in the Ontario TAD office.

Child Care Program

The TAD Child Care program provides child care reimbursements to providers on behalf of current CalWORKs recipients who are in an approved work or training program. Payments are reimbursed for child care services provided and are paid directly to the provider. The Child Care program is funded by the California Department of Social Services.

Food Stamp Program

The Food Stamp Program is a nutritional assistance program designed to help single people and families with little or no income to buy food. Food Stamp benefits are issued on an EBT Card that is used just like a bank card at most local food stores. The Food Stamp Program is a Federal State funded program.

Foster Care Program

The purpose of the Foster Care Program is to provide financial assistance for children in need of substitute parenting who have been removed from the home by either the Department of Children’s Services (DCS) or the Probation Department.
The Foster Care Case Worker is responsible for determining federal, state, or county funding; the payment is the responsibility of the Transitional Assistance Department (TAD).

General Relief Program

The County General Relief (GR) program provides loan assistance to indigent individuals and families in temporary need of housing, food, and/or transportation. General Relief is the only TAD program that is totally funded, as well as administered, by the County of San Bernardino.

Health Care Options

If you are eligible for Medi-Cal benefits, you may have the option of joining a Medi-Cal health plan. In San Bernardino County, you can choose from the two available health plans, Inland Empire Health Plan or Molina Health Care. It is important that you attend a Health Care Options presentation to receive more information regarding your Medi-Cal benefits.

Interactive Voice Response (IVR) system

Current Transitional Assistance Department Customers can get up to date case information 24 hours a day by using the Interactive Voice Response (IVR) system. This automated system provides customers up to date information about their case such as benefit amount, worker information, office location, and the ability to request forms to be mailed. Try it today! 877.410.8829

Medi-Cal Program

The Medi-Cal program pays for health care for certain needy residents of California, including public assistance recipients. Medi-Cal is supported by federal and state taxes. Pregnant women and children have been the focus of outreach efforts by the State of California for enrollment in the Medi-Cal program.

Refugee Resettlement Program

The purpose of the Refugee Resettlement Program (RRP) is to provide medical assistance and time-limited financial assistance to persons who flee from their countries because of persecution due to political and/or military changes in their government. Aid payments for refugees are based on CalWORKs standards.
