The duty of the committee is to actively review and inform the public regarding the expenditure of bond proceeds from bond measures proposed and approved by voters pursuant to Proposition 39. The committee shall convene for specific purposes limited to providing oversight for such bond expenditures, including providing oversight for the following:

(a) To ensure Proposition 39 bond proceeds are expended for the purposes described in paragraph (3) of subdivision (b) of Section 1 of Article XIIIA of the California Constitution, as set forth in Section V and IX of the Policy and Regulations; and

(b) To ensure that no Proposition 39 bond proceeds are used for any teacher or administrative salaries or other school operating expenses.
